got it working, not sure how, but after many attempts at building my wither it suddenly spawned..

i had my own region in the area, and i even tried removing my region and it still didnt let me spawn one, i have also tried spawning a wither deep deep underground in the mining world, in a tunnel i made myself, and it didnt let me spawn him ;-;

Just wondering if Wither spawning has some restrictions now? I killed one in the Nether a while ago for a rank up, now i have to kill another one in order to rank up, but i can't spawn him where i spawned the first one in the Nether, so i'm wondering if something changed? Some restrictions?
